I wonder if his request was done in an involuntary voluntary manner. Meaning he was going to receive the crappiest duties the military could think of until he left on his own volition. I am pretty sure this was not altogether a 100% voluntary request since it is so close to an election and Biden is going to win /s.

Promotions are time sensitive. An officer has a certain window to qualify for promotion and get approved. I imagine his exercise in lunchroom gossip and subsequent security escort out of the White House left a frowny face in his service file and he could see that full Colonel was not happening.
