Access to the actual returns is very restricted, even within the IRS. Agents usually work with a transcript or data summary. One of the first thing they ask me for in an audit is for a copy of the actual return.
Even the transcript information is monitored as to who within the IRS accesses the records. That person would most likely be prosecuted. It’s not like the Obama unmasking fiasco.
When the IRS was persecuting Conservative Groups about their non-profit status the Commissioner claimed a hard drive was destroyed that contained emails under subpoena and no one was fired or prosecuted
