The problem I see is that each team could put up one run in each of the 10th through 17th innings. The rule change does nothing.
If I were a GM, I would sign Usain Bolt and put him on Second and give him the green light to steal.
If I was managing a visiting team I’d seriously think of intentionally walking the leadoff hitter in the bottom half of an extra inning — especially if my team didn’t score any runs in the top half of the inning. This would improve the odds of getting a ground-ball double play even if the runner on second moves over to third with two outs.

No need to steal. First hitter will always bunt. Girls softball has been doing this for years at the youth level.
