You are both correct, the chip is not injected. Yes it is used to monitor when and where the vaccine is administered. But there is much more to the story than that.
When they say that there is an RFID chip included with the syringe package, they are not saying what type of RFID chip is being used. They may start out with a simple database tracking chip that is used to identify an individual who has received the vaccine, but remember that the schedule of this vaccine is to take a minimum of two doses of COVID19 vaccine.
So either right off the bat they may include a quantum dot micro-needle array, or that will be included in vaccine number two. The quantum dot technology is a permanent ID tattoo that is applied by pressing a clear film with a unique array of micro-needles that is invisible to the eye, yet tags the recipient with a smart phone readable code that can be tied to all of your personal information such as if you have been vaccinated for something, your banking information and any of a whole host of information giving you a permanent ID.
