According to federal census reports, on June 1, 1860, New Orleans had 10,689 non-slave Black residents, or free people of color as was a phrase of the era. Of those “over 3,000 free Negroes owned slaves, or 28 percent of the free Negroes in that city,” according to Duke University professor John Hope Franklin, America’s leading African American historian.
