If I were Wendy's, I would sell the land and not rebuild. Another Wendy's at this location is just going to stay a magnet for all the locals who want to keep some kind of protest going.

I have in mind a cheap cardstock sign with a picture of a palm tree on it.
Plant one at the former Wendys and every burned building or empty storefront caused by the rioting.
This is to remind people their neighborhood is now a desert, and will be for decades.
Put up your memorial if you want, there wont be any businesses or jobs there anyway...
