Case law says otherwise; withholding funds for not being compliant with an ever changing and mutating set of rules? That's never gone well with judges in the past, and the sanctuary city cases imply that grants administered by states are to be distributed 'even if they operate contrary to the desires of the state executive branch.'

Considering the liberal load in the courthouse, I wouldn't guarantee a win, but there'd probably be a line of lawyers ready to go ask that question.

Keep in mind that the aid is intended to help governments and companies deal with COVID-related closures. If a county ignored the state closure orders, wouldn’t that mean (in theory) that it shouldn’t need the money?
