Pa. Liquor Control Board issues updated alcohol guidelines for bars and restaurants

The Pennsylvania Liquor Control Board released updated guidelines Wednesday for bars and restaurants in green counties that serve alcohol on-premises.

The guidelines, designed to mitigate the spread of COVID-19, come during a recent rise in the number of daily confirmed coronavirus cases in Pa. that can partially be attributed to the places where people are drinking alcohol, Gov. Tom Wolf said.

Here are the new guidelines for liquor licensees:

Sales of alcohol for on-premises consumption are only permissible as part of a larger transaction that includes a meal purchase. The term “meal” is defined in section 406 of the Pennsylvania Liquor Code as “food prepared on the premises, sufficient to constitute breakfast, lunch or dinner.” The definition expressly states that a snack, such as pretzels, popcorn, chips, or similar food, does not meet the definition of a meal.

A customer who wishes to consume alcohol on-premises must also purchase a meal; a group of customers who wish to consume alcohol on premises may do so as long as a meal is part of the purchase made by the group.

Additional drinks may be purchased while the customer is consuming the meal, but no further drinks may be purchased after the meal is finished.

Bar service of food and/or alcohol is prohibited.

For Pennsylvania manufacturers (breweries, distilleries, and wineries), meals may be provided by the licensee or by a third party, such as a food truck.

Casinos may no longer provide drink service on the casino floor.

If a club does not sell food, either directly or through a concessionaire, it cannot use its liquor license.

The governor’s additional order directing targeted mitigation measures specifically prohibits businesses that meet the definition of a “nightclub” under the Clear Indoor Air Act from operating.

Indoor seating in yellow counties is NOT allowed.

These guidelines will be enforced by the Pennsylvania State Police and local law enforcement and local law enforcement, the Liquor Control Board, and the Department of Agriculture.

For restaurants and bars, social distancing, mask-wearing and other mitigation measures must be employed to protect workers and patrons. In addition, occupancy is limited to 25 percent of the fire-code maximum occupancy for indoor dining or 25 persons for a specific indoor event or gathering in a restaurant. The maximum occupancy limit includes staff.

Events and gatherings must adhere to the gathering limitations outlined by the state previously, including:

Indoor events and gatherings of more than 25 persons are prohibited;

Outdoor events and gatherings of more than 250 persons are prohibited; and

The maximum occupancy limit includes staff.

Stop Pennsylvania from drinking. Is this some sort of spectator sport? I’m in.

The democrats are intentionally destroying the economy.
This is treason.
If someone gets boinked, it will be an entirely justified and legal boinking, in my humble opinion.

Some restaurants have announced that they will not even attempt to open for dine-in until these restrictions are removed.

Back to carry-out and delivery, just like “yellow”.

The real goals:

Flatten the campaign.
Stop the spread of Trumpism.
Eliminate the Constitutionalists.

zero interest rates, no alcohol. are we heading towards Sharia Law?

18 Jul: The Economist: Dry, the beloved country: South Africa bans alcohol sales
But it can’t stop the home-brewers
CHARLES DE BRUIN’S phone has barely stopped ringing since 9pm on July 12th, after Cyril Ramaphosa, South Africa’s president, announced an immediate ban on the sale of alcohol. The prohibition is a boon for pineapple growers such as Mr De Bruin. The fruit is good for home-brewing, he explains; pineapple beer requires little sugar or yeast and is ready quickly. “Prices have shot through the roof.”

The ban is the second of the year. Zweli Mkhize, the health minister, says that admissions to trauma wards fell by 60-70% in April and May, when alcohol was prohibited during an initial, stringent lockdown. When restrictions were eased in June, admissions rose. The Medical Research Council reckons that an eight-week ban could allow for nearly 13,000 covid-19 patients to be treated in intensive-care units...

Hundreds of thousands of jobs depend on the alcohol supply chain. The first ban put 350 wine producers out of business. Tax collectors reckon they lost out on 1.3bn rand ($78m) in alcohol levies in April alone. Restricting sales takes away a source of pleasure, especially for those who cannot afford to bulk-buy pinotage. And though a short ban may help doctors for a time, history—and pineapple prices—suggest that in the long run prohibition fails...

22 Jul: Business Insider: UPDATE: Govt says booze ban ‘may be reviewed at any time’; previous announcement ‘incorrect’
UPDATE: The announcement of an indefinite ban was “incorrect”, the government now says, and a ban on alcohol and cigarettes could be reviewed at any time “by the relevant structures”.
The ban on alcohol and cigarettes will “will remain in place throughout the lockdown period”, the government had said earlier on Wednesday, in a now-deleted tweet.
The restaurant industry has warned it can not survive the ban much longer, and offered proposals on how to prevent heavy drinking.
An outright ban may be the most effective, the government was advised, but other approaches would likely see less push-back, and would be easier to defend legally.
Here are the reduction options for alcohol that the government has not, apparently, thrown out for the duration of lockdown...

They are really missing out an opportunity here. A few years ago, the cdc decided one of the major reasons for unwanted pregnancies was beer. They were right on top of that one.

I wouldn’t blame them. With all the restrictions in place, such as including servers in the total occupancy count, in forcing patrons to jump through hoops and mask wearing just go in who would want to go out to eat? For those brave enough to open, put a peanut butter and jelly sandwich on the menu at cost or just a little bit over Since they won’t classify that as a snack.

So sitting at a table having a drink puts the world at risk of pandemic, but sit at the same table having your drink with a meal that’s OK. Makes sense to me (sarcasm)
