This arson almost certainly wasn’t an act of jihad. Rwanda is Christian, roughly half Catholic and half Protestant; only 1% or 2% are Muslim. This guy was probably just angry or resentful about some recent slight, real or imagined. Perhaps he was warned about sleeping on the job, or maybe he was in the habit of pestering the local French girls — to no avail. It’s sure to’ve been something along those lines.

Why is there any time limit on his incarceration?
Let him carve stone and cut wood and deduct the costs of his food while in prison.
At a minimum, he can be released when every new stone and piece of wood is cut. Assembly, if he's still alive at that point, can be charged to his prison account.

Illegal alien does not want to be forced to leave France. Comes up with the brilliant idea to burn down a major cathedral so he can get a 10 year prison sentence and be able to remain in a nice French prison cost free for those 10 years.
