Per the Constitution Congress determines the jurisdiction and parameters under which the federal courts below the Supreme Court operate. The GOP missed a huge opportunity in 2017 and 2018 when it controlled both houses of Congress and the Senate. It could have ended judicial tyranny in the lower courts by more tightly defining their jurisdictions as well as the powers of federal judges.
Of course Speaker Ryan and Majority Leader McConnell were too busy collaborating with Democrats to obstruct President Trump to undertake any meaningful reform of a judiciary that has been totally politicized and is infringing on the powers of the legislative and executive branch.
