He was commenting on the doctor’s weak political response to Pelosi, not her character.
He never called her pathetic, and if you read his tweet again and reflect on it, you will arrive at a logical conclusion.

So Crazy Nancy Pelosi said horrible things about Dr. Deborah Birx, going after her because she was too positive on the very good job we are doing on combatting the China Virus, including Vaccines & Therapeutics. In order to counter Nancy, Deborah took the bait & hit us. Pathetic!

Does not sound to me like he was saying she was the victim. Does not sound to me like he was saying anything other than that her behavior was pathetic.
