Regarding the internment of Japanese Americans in WW2: We had broken the Japanese codes, and saw the extent of spy networks among Japanese Americans. But arresting JUST the spies would have revealed that we knew their codes, so they decided to put all of them away.

There is an appeal to ethnicity/nationalism, there are financial incentives, maybe some blackmail, and then there is the fate of relatives back in China.

Whatever works on that particular target.
