I don't blame the bureaucratic (eg. intelligence, immigration, etc) systematic failures that lead to 911, 9 months into Bush's term, on Bush just as I also wouldn't blame the similar bureaucratic systematic failures of Wuhan-19 on Trump, 3 years into his term.

Now, Bush's policies on illegal immigration, out sourcing of American jobs, the disastrous Iraq war and "nation building", among others, are his fault.

I know that Bush had been president for 9 months by 911 - not enough time to be considered accountable for his government? That's the problem we conservatives have - we're fiercely loyal to the lesser of two evils, because that's all the GOP establishment will give us. We marvel at how blacks continue to vote Democrat despite being let down over and over again, but we need to take a long, hard look in the mirror - we stick with Republican worms who betray us at every turn like we're in an abusive relationship.

Bush and Rove also had a program to fund down payments for low income folks who couldn’t qualify for mortgage loans. It was part of Roves Hispanic outreach. So Bush can’t escape partial blame for the Bush crash

Not having access to national security info, I don’t know enough about what Bush could have done to protect against 911, to credibly say he either did or didn’t do enough.
