I’m guessing Biden signed an agreement if he stepped down that his VP would take his place... including before the election.
Which means Biden will put off announcing her as long as he can so - - less time to properly vet her... She’ll have high name recognition... Opera or Michelle would fit that bill.
If he puts it off until ‘the convention’ it’ll be Michelle. If it’s sooner it’ll be someone who can be vetted.
