I’m not convinced that it was Biden who picked her. Except for the Jussie Smollett episode, Kamala Harris pretty much stayed in the background ever since her campaign ended. Gretchen Whitmer was seriously being considered but heavy criticism of her handling of the COVID-19 crisis (and the fact she's white!) probably disqualified her.
