Would it be possible to start up a new IT company, say in Texas, and avoid hiring non-citizens (Americans only), give a decent salary (and promote it as “(I.T.) Made in the USA”), and still be legal?

The Left only cares about fair trade coffee, for tech they want it as cheaply as they can get it.

Only if all positions require some sort of clearance.

Indian-paid employment lawyers will be all over it, screaming discrimination until the formerly American company is Indian. Diversity in IT means hiring only from different Indian states.

Sure of course it’s legal.

A large chunk of IT workers in the US who are citizens ARE of South Asian origin.
