But Soviet apartment dwellers probably didn’t trash their apartments.

Before the fall of the Soviet Union I remember reading an article about how hard it was to find any paint if someone wanted to brighten the place up. Even in Moscow, getting a couple of liters of paint was quite the achievement. You had to likely get it from a worker who stole it from a project. Color—you had to take what you could get and you’d be lucky if you could paint a whole wall.
