This is probably what Florida was doing last election. Bent corners to notify election counters in on the fraud, steaming outside of envelope, replacing with their own completed ballot. Take a blank ballot and make copies, steam open the envelope, replace with their own completed ballot, throw the original ballot away. Yes, under the succession act, the Speaker is next in line behind the President and VP. Therefore, the Speaker would be Acting President until we got a result. How long would that take?

However, the electoral votes are counted by the new Congress. The presidential term begins January 20 at noon (EST.) The new Congress begins its term January 3 at noon (EST.)

If we haven’t been able to sort this out by January 20, we may not have been able to determine who controls Congress by then either. (Boy, would that be a mess!)

After the Speaker comes the President Pro Tempore of the Senate. But if we don’t know who runs Congress, then we may not know who that is either. Next in line would be Secretary of State Pompeo.

I heard yesterday - but don’t recall who said it - that if the election is not decided by January 20, then the sitting President BECOMES the Speaker of the House.

Your scenario makes more sense.

But the Republicans / President Trump should have his attorneys out there NOW trying for injunctions against the mail in vote fraud machines and then have attorneys lined up for the November 4 battles.

And find out what happens if there is no clearcut victory by January 20 because that’s where I think this is going.
