The financial arrangements of organizations are above and below the table all the time. Some perfectly legal, some gray area, some flat illegal but no one in particular to pounce on. Especially the ones you want even if they are guilty of something. But at some point they send their “meat” out to be thrown under the bus to satisfy the public that someone was bad and was punished. No one of any value has been nailed to the cross since Christ. The little people are filling the job criteria.

That is a possibility. However, it is my belief organizations are funding this. From what I can tell, people involved with the riots are all losers. They probably weren't eligible for the $600 weekly job loss boost. Even if they were eligible, are they going to spend their own temporary new found income windfall on rioting. Doubtful.
