“excited delirium”. The manual says keep the knee on the neck when they go quiet due to excited delirium.

I think I read that correctly.

Exactly- One cop even mentioned excited delirium, and one cop mentions possible PCP- if you listen to the videos of body cameras you can hear these- people on PCP are unusually strong, and folks can pass out, then regain consciousness and freak out in the blink of an eye- and this is why they detained him until paramedics got there- people thought “He was passed out, and posed no threat’ but that isn’t true- George was passed out and still breathing for a time after he went limp- Had they let up, and he regained consciousness and freaked out, cops and onlookers could have been hurt- it was very obvious george was on something- and one cop thought PCP- a drug known to give people super strength
