does the training manual say keep pressure on the neck of a suspect on the ground with your knee even if she complains of unable to breathe, and not resisting, and with 2 other cops standing near the suspect on the ground?

If yes the manual needs updating.

But since he was already saying ‘I can’t breathe’ while still sitting in his car, and fought with the officers while they were trying to get him in the police car, which is why he ended up on the ground anyway, how much credence can you give his “I can’t breathe’ later?
