When you get to this point (handcuffs on) four actions are required per the manual.
The manual is not inaccurate.
Again, the picture is inaccurate/misleading. It says to put them in a recovery position while showing a prone restraint position.
Recovery is side or or back, preferably with one or both arms elevated above the head to expand the rib cage. Keeping them on their stomach reduces total lung expansion area when every cubic centimeter counts because of the respiratory distress.
I think the officers will eventually be found not guilty either at trial or on appeal, but the city is going to pay a very big settlement due to outdated training materials.
I do wonder why they didn’t administer Narcan if they thought he was ODing. Maybe MPD doesn’t carry it like a lot of big cities departments do.
