A lot of contract carriers move mail between post offices.
Most likely one of those.
I was at a crash scene involving a contract mail carrier mail and mail bags spread out over a quarter mile of highway.
Driver air lifted out.
Contacted closet post office 5 miles away very rural area.
Post master shows up looks at the mess walks away saying not our problem.
The carrier is responsible.
He was finely shamed into taking action picked up all the easy stuff left hundreds of envelopes in the ditch.
I always wondered how many people didn’t get important mail because of that jerk.

part time hires using a USPS rental vehicle. This crap has been going on for over a century. In ‘Roughing It’ Mark Twain described stage coach operators doing the same thing in the desert to lighten the coach so better time could be made. These were postal contract operators. The answer is put tracking technology on every postal vehicle, the Japanese already extensively do this, that is very inconspicuous and requires damaging the cab to disable. This crap is a significant problem in large mostly Blue cities or metro areas.
