The article seems to get it about right.

There was more than one site of mail being discarded.

IF your town has to be know nationwide, why not for having
the U. S. mail dumped here and there?

I used to deliver mail when I was in my late teens here in Los Angeles [IOW, over 50 years ago.

There is a long history of letter carriers dumping mail. They just do not want to deliver it ...too much walking and work.
