It’s probably a federal regulation with regard to “food tampering” that’s being violated. HEB could most likely be held liable in some way IF the don’t immediately remove them.

I would first let it be known that I don;t like being preached at while grocery shopping. If the intrusions continued, I would stop coming to that shop.
