You’re exactly right!
“Voluntary” has a way of morphing into mandatory in Pennsylvania.
Yes, Wolf was put in his place and this is retaliation... He’s playing cards with peoples businesses to hold on to power he believes he’s entitled to. You can bet Cuomo has his hands in this.
If owners don’t fight this then they deserve to fail.

It's not even close. A real cheese steak starts with an Amoroso's roll. There is only one bakery in the world that makes the correct roll. Lower your expectations about the meat. While a lot better than Arby's, do not think it is some gourmet thing with filet, rib eye or NY strip. The meat is thinly sliced and cooked through. Toppings should be limited. The best places have steady business at all hours. This means they have limited toppings so they can make cheese steaks fast. You want to look for a place that has a flattop grill that has mounds of meat and onions. Typical choices for cheese are provolone or cheese whiz (not my favorite). You can get a cheese steak with or with out onions. When you order you just say, in the following order, the cheese, and whether you want onions. For example, one provey wid. Or one whiz wid'out. ('Wid' is how 'with' is pronounced).
Beware of tourist traps. I'm not a fan of Geno's or Pat's, they are famous but they are just okay. It's a personal thing. Most people who grew up in Philadelphia prefer what they grew up with - meaning their neighborhood deli. When you enter a good deli there needs to be hanging meats, rolls out in the open, a small grocery area and a pickle barrel. There is a distinctive smell that hits your nose as you walk it.
One more thing. A cheese steak is not a sandwich. It's not a sub, hoagie, or grinder. It's just a cheese steak.
My Greek friends in the restaurant business swear that Dalessandro’s are the best...for the reasons stated upstream by ConservativeinPA.
This Pennlive bunch are genuine communists.
We can’t MAKE you do anything so will you pretty please volunteer to give up all the information we can use to scrutinize and find fault with you ?
He should have gone to Genos since the owner was an outspoken conservative and took a lot of heat from the Philadelphia democrat mob. But Delasandros is delish and much closer to me.
(But those South Philly ones ain't too bad either, no matter what anybody tells you! Try them yourself!)

Don’t let the name fool you. Wins “best cheesesteak” awards every time.
Ive never been to PA, and Ive thought about vacationing there for no other reason than Ive always wanted a real, true, Philly Cheesesteak...
They are good, but nothing like a Primantis Sandwich (Pittsburgh area and select other locations).
Dalessandro’s is the best.
Roast pork with broccoli rabe is their #1.
Don’t You Want Me by Human League.
Dalessandro’s!
