You are correct and if you dig way down in the actual court order, it says that ballots received without a post mark are presumed to have been mailed in a timely manner unless there is overwhelming evidence to the contrary. This is a wide open door where however many ballots necessary can be manufactured and submitted after the fact.
They are also establishing drop-boxes for ballots that will go directly to the ballot counters, thus bypassing the post office. No postmark required.

The court order allows ballots received by Nov. 6 to be counted with a postmark earlier than 8 PM Nov 3.
If. NO postmark and received by Nov. 6 it will be counted.
