Global Times isn’t the official mouthpiece of the Party. It’s basically the English language Chinese version of Pravda/Izvestia for rabid non-Chinese speaking sinophiles. It’s Party-owned, but not Party-vetted, and generally allowed to say all kinds of things that aren’t actually Party policy. The official mouthpiece is the People’s Daily, which also has an English language website.
As long as they are not critical of the party, even constructively.
