It is obnoxious to mock someone's death. The First Amendment protects obnoxious speech. No one's "safety" was threatened, and there is no reason for the police to be involved.

Back in college a few years after the Jim Jones cult deaths we had a big party in our dorm suite (living room with 6 or 7 bedrooms clustered around it.
The Jim Jones Annual Kool Aid Party. (Everclear and grape juice). Some folks thought that was pretty obnoxious. Hey - we were college boys!
