Sen. Scott Wiener (D-San Francisco), who argues the legislation is needed to protect transgendered individuals behind bars.

The inmates didn't obey the laws of the state and thus they're in prison, but he expects them to obey the prison rules? If perverts want protection they better ask for solitary confinement. Of course some don't want protection.
