Actually They can have a floor vote without a committee vote.
And it doesn’t have to be a simultaneous vote on the floor so if a yes vote is fighting off the virus they can vote with the room cleared. Point being if Mitch is determined to get the vote done it will be. But I see no determination or urgency whatsoever from the Turtle. None.
