NY, CA, IL and other states have been on the brink of financial collapse for years, often time due to underfunded employee pensions and bloated goverment, and never many ANY effort to remedy it as they were just barely getting by most years. Then CCPVirus hit and the Dem govs cratered their economy and still hold them hostage to this day and want every else to fix their decades long mess in the making.
