This is more than just the First Amendment. Property rights were violated. If there’s a law that actually permits the bureaucrats to do what they did, it may be unconstitutional on property rights grounds, even if free speech wasn’t an issue.

That would be property damage.
Same as removing a campaign sign from somebody’s front porch and tearing it up.
This is deprivation of first amendment rights. It's trespassing, which could go towards misdemeanor but as a minimum could have a restraining order filed against the agency and every individual worker who trespassed.
It's also a tort where the owner can pay someone to set it back up again and send the DOT the bill.
It is called tyranny, and California is a perfect example.
