Fatherless Households: A National Crisis

In a recent television appearance, I discussed my appointment to a presidential commission called "The Social Status of Black Men and Black Boys." I called fatherless households America's top domestic problem, a particularly severe phenomenon in the Black community where nearly 70 percent of kids begin their lives in households with unmarried mothers.

I then received the following letter:

"Dear Mr. Elder:

"I saw your interview today. ... I wanted to share some information about this.

"In the summer of 1969, I was a first-year obstetrics and gynecology resident at a hospital in New Orleans. I do not know if you are familiar with Charity Hospital. Unfortunately, it was closed by Hurricane Katrina. Up until then, it was nicknamed 'Big Mother' because most Black people in New Orleans were born there.

"As a first-year obstetrical resident, I delivered 150 babies in three months. Only one of the mothers was married. Most of these girls were 11 years old. (Most people do not believe me when I tell them that and -- unfortunately -- I do not have written statistics to prove it.) Obviously, there was no way 11-year-olds could serve as parents to these babies. Grandparents tried to do the best they could, but they were often too busy working to provide for the extended family. These little girls quickly learned (and/or taught each other) that having babies brought checks from the Aid to Dependent Children Program in the state of Louisiana. They learned that if they needed more money, they simply had to bear another child. The problem with the ADC Program was that these young mothers were denied the check if the father of the child lived with them. This never made any sense to me. Still, that was the rule.

"A public health physician at Tulane Medical School, Dr. Joseph Beasely, recognized the problem and tried to do something about it. He worked out an arrangement with the heads of OB-GYN Departments at Tulane and LSU Medical Schools to set up a free clinic. We residents manned the clinic. We did free examinations, free sexual counseling (many of these mothers did not know where these babies came from), prescribed birth control pills, inserted IUD's, etc. The program proved to be a huge success. Unfortunately, a group of Black ministers shut us down after six weeks claiming we were committing 'genocide.'

"I do not know if you find this information useful, but I thought it addressed an aspect of what you were talking about. If you would like to discuss these matters in greater detail, please feel free to contact me."

This problem is not confined to the Black community. In 2006, the Manhattan Institute published a piece in their quarterly magazine, City Journal, by Heather Mac Donald called "Hispanic Family Values? Runaway Illegitimacy is Creating a New U.S. Underclass." She wrote: "Hispanic women have the highest unmarried birthrate in the country -- over three times that of whites and Asians, and nearly one and a half times that of Black women, according to the Centers for Disease Control. Every 1,000 unmarried Hispanic women bore 92 children in 2003 (the latest year for which data exist), compared with 28 children for every 1,000 unmarried white women, 22 for every 1,000 unmarried Asian women, and 66 for every 1,000 unmarried Black women. Forty-five percent of all Hispanic births occur outside of marriage, compared with 24 percent of white births and 15 percent of Asian births. Only the percentage of Black out-of-wedlock births -- 68 percent -- exceeds the Hispanic rate. But the Black population is not going to triple over the next few decades."

The problem, Mac Donald wrote, is worse among some subgroups: "The rate of childbirth for Mexican teenagers, who come from by far the largest and fastest-growing immigrant population, greatly outstrips every other group. The Mexican teen birthrate is 93 births per every 1,000 girls, compared with 27 births for every 1,000 white girls, 17 births for every 1,000 Asian girls, and 65 births for every 1,000 Black girls. To put these numbers into international perspective, Japan's teen birthrate is 3.9, Italy's is 6.9, and France's is 10. Even though the outsize U.S. teen birthrate is dropping, it continues to inflict unnecessary costs on the country, to which Hispanics contribute disproportionately."

In 1965, the percentage of Blacks born out of wedlock was 25%, a number considered so alarming that it prompted then-Assistant Secretary of Labor Daniel Patrick Moynihan to write his controversial report: "The Negro Family: The Case for National Action." Today, the percentage of white children born out of wedlock is 28%.

If protesters are truly concerned about the condition of Black and Hispanic urban Americans in particular, why the pathetic silence over the fatherless households, the principal reason for the very conditions they complain about?

Black pastors, and their puppy dog white social justice warrior white pastors, who crave their approval, totally ignore this.

Welfare laws starting from FDR, fled by LBJ, and then, drug laws by democrats, imploded the nuclear black family...and dads....this is the cause of Chicago killings.

Soros and the SJWs, MSM, have flinded their commie faithful.

Google, Twitter, FB, have to be regulated and destroyed to fix this.

Mr. Elder, I believe it's because they care much more about free sex than about anything else. You can't have the free-sex utopia if you acknowledge that there are negative consequences. Therefore, they have to pretend that anything bad has no relationship to the "free" "choices" of "consenting" "adults."

They do indeed have to be regulated and destroyed. I am on Facebook, but very seldom go in and when I do, I don’t stay longer than 5 minutes as I have no use for it.

At least 99% of this nations inner city gang bangers and drug dealers don't have the first clue who their father is.

Stories like this remind me of a documentary I once saw on African wildlife (I've always loved African wildlife).A national park in South Africa was having a big problem with adolescent (basically "teenage") male elephants.They were going wild..attacking other animals,behaving very abnormally, causing huge problems in the park.It was decided that that was because there was a shortage of *adult* male elephants to teach them and act as role models.That shortage,it was decided,was caused by poachers who,because an adult male's tusks are bigger and more valuable,would target them most vigorously.

As a solution they decided to bring in adult males from other parts of the country.Soon after that was accomplished the problem was solved.

I will assume your answer is rhetorical. As you know the Senate and Congress as well as their support staff all make millions of dollars off of these children. And the government continue to grow and more subsidies and more beauracracies receives to pay out the “ benefits.” So it is much larger than you would think.

Exactly, because we are forced to use their services.

They are no different from electric utilities and the water and gas company where we NEED their services. They have their charges regulated because of this "monopoly" power.

That's why the phone system was broken up, using anti-trust law that is based on the Commerce Clause, the original intent of which was to ensure the free flow of goods and services across state lines (it's in the Federalist Papers).

Every morning, I am compelled to use Google instead of Bing or Duck Duck Go. I must look at Twitter during the day just like I must turn on my faucet to get water. I have to read FB just as I must have electricity to power my refrigerator.

We have no freedom to avoid the these big three meanies. I want the government to protect me. Because the same edifice that people's the IRS, the DMV, and keeps illegals out of this nation will do a splendid job in the courts busting up these necessary websites.

I am so glad conservatives have come around finally to the democrat way of seeing business as inherently evil and government as a savior.

I'm having a hard time, trying to reconcile these figures with each other... Shouldn't the "per thousand" and the "percent" figures be commensurate / proportional?

Can anyone please help me out here?

Yes! Fatherless households are a deterrent to growing up whole. Not just for boys, as a role model for what a man should be, but for girls, as a role model for what kind of men they should accept in their lives. Children need father models, regardless of their gender or melatonin levels. A child can overcome an economically disadvantaged young age with the love and support of two parents.

Gosh, Doodle, I see the irony! Yet the oligarchs who are getting mega-wealthy from their monopolies are also interfering with our political system and controlling vast swaths of "our" elected representatives.

At what point do you think we should object and maybe do something about it?

But the idea of a "free-sex utopia" is also quite prevalent in some White communities - yet they don't have the same levels of illegitimacy... Maybe because they also understand something about contraception?

In my opinion, it's because they (those segments of the population with high illegitimacy) are being paid by the State to have illegitimate children.
