She doesn’t have that authority. About 60% of Cali’s voters vote by mail in a typical election - that is about 8 million paper ballots to count. It takes Cali a whole month to count them. It doesn’t really matter since we know Biden will win the state but counting will continue until they’re done. It’s no more complicated than that.
