Probably because he knows the MSM would tank the story had he contacted them, and Rudy is an attorney, which helps ensure any info distribution is done legally. That’s my take and it seems logical.
He gave the computer to the FBI, who told him to STFU about it. Then the FBI sat on it. After 6 months and Biden’s nomination, the guy realized how much danger he was in. He made four copies which he distributed to Giuliani and some friends, as he says “in case the FBI killed him”. The shop owners foresight allowed him to avoid meeting Seth Rich‘s fate.

Something is funny about the behavior of the shop owner. The FBI does pay computer repair shops for incriminating evidence. What I have seen indicates that many of them must be routinely running forensic software on that machines they repair. Perhaps he is trying to not blow that arrangement.

I believe the story goes that after he gave the original over to the FBI (he had made other forensic copies) and nothing happened, the impeachment process started. When he saw that Trump was being impeached over this stuff—and the FBI was not acting—he reached out to the Guliani team.
It was his drive at this point. He was free to do with it whatever he wanted.
He “could” have sold it to the highest bidder. Which would have gotten him some good money—but also a .22 magnum to the back of the head...in a “robbery” gone wrong.
