As a veteran, I’ve seen the kind of security used when nuclear weapons are being moved. A guard surrounded by sandbags manning a belt fed machine gun would go a long ways towards ensuring a friendly reception.

In Sturgis SD you could always tell when the air force was moving a missile through town.
Friken nasty damn helicopter would show up first, humvees next, missle trailer more humvees.
Humvees would go along ways to protecting the rich

Makes a lot of noise.
Big New York City rats, with lasers, mounted on their head!
And lots of them.

On one of our Westpac cruises in the late 60s I remember we on loaded a large wooden crate, which was put into a locker in our well deck. That crate was accompanied by a group of armed Marines who stood guard on that locker until we offloaded in Hawaii. Pretty sure everyone could guess what was in that crate.
