Enough to throw an election, especially if they show up to vote in person and the records say they have already voted.

I believe you can still vote in person if you requested and received a vote by mail ballot, but you have to turn in the ballot in order to do so. If you say you didn’t receive it, you would probably have to fill out a provisional ballot (which will probably never be counted).
