Look at the fracking issue. Upstate New York is dying, and yet the state government has consistently blocked the energy sector from making any investments there that would be a huge boon for the local economy while providing the state with a serious tax windfall as well. Meanwhile ... this has made Pennsylvania a much more red state because the energy sector has poured billions of dollars in private capital into western PA to extract natural gas from the same massive Marcellus and Utica shale formations that extend north under western New York State.
