I can’t speak for California, but in NY’s case I’m trying to figure out how the hell a GOP candidate would ever mount a campaign to appeal to those voters. The state has spent years chasing its industry and productive citizens away.

Look at the fracking issue. Upstate New York is dying, and yet the state government has consistently blocked the energy sector from making any investments there that would be a huge boon for the local economy while providing the state with a serious tax windfall as well. Meanwhile ... this has made Pennsylvania a much more “red” state because the energy sector has poured billions of dollars in private capital into western PA — to extract natural gas from the same massive Marcellus and Utica shale formations that extend north under western New York State.

What does a GOP presidential candidate do to win over voters who put a dope like Andrew Cuomo back in office every four years?
