I would expect a legislature to adopt an extreme measure like this in a case like PA where the results of the “popular vote” either can’t be determined or are clearly tainted by illegalities.

Frankly, this is what should have happened in Florida in 2000 instead of having the U.S. Supreme Court serve as the ultimate authority in the matter.

As I recall, Gore made a mistake of asking for recount in his strongest 5 counties rather than the entire state.
