There have been some people in past elections, who only vote for president, and leave the rest of the ballot blank.
I don’t know if finding 98,000 out of over 6 million voters in PA who voted only for Biden is significant. It would be interesting to compare to past elections, as to how many voted only for the presidential candidate and nothing else.

Sure... but what would be significant is relating those ballots to a time stamp. If none of the were stamped two or three weeks before November 3 but 98,000 of them were dated November 3, may I suggest that this would be significant.
Voting for president only doesn’t happen very often in the real world; in fact, I think it is very very rare. Democrats love their Democrats, and they vote the democrat slate if they bother to vote. Republicans who have traditionally been very conscientious about voting, vote down ticket.
In my youth, if you did not vote the entire ticket, the ballot would not be counted. Hence I still make a choice for every candidate and every proposition. For offices such as sewer management supervisor, if there is no raw sewage in the streets and my sewer bill was reasonable, I voted for the incumbent as they were doing an adequate job because to be honest, there usually was very little campaigning going on, and not much info.
I think in those elections where there is only one candidate voted for, the ballots are likely fraudulent and the stats are therefore questionable.
It would be interesting to compare the number who voted only for Biden against the number who voted only for Trump. If the former exceeds the ladder by a large margin, that would be a good reason to be suspicious.
