This is key. It’s important to always try to think of more than one explanation of something. This may be normal.

This will all be good evidence for the court cases if it’s clearly not normal. But being actually evidentiary is tricky.

The courts can find penumbras in the atmosphere to exclude any and all evidence.

The way to resolve this question is to forensically examine the ink used on these ballots. If they are all from the same ink, (or several inks in batches), then that is proof that they were forged.
