Why is it necessary for governments to purchase proprietary software to count votes?

Counting votes seems like one of the simplest tasks one could program a computer to do. A freshman computer science major ought to be able to write one.

Vote-counting software should be open-source and not connected to the Internet.

And we have bodycams on cops, there should be nothing done in counting votes that is done without a live camera on it.

And nothing, (absolutely nothing), comes in the front or back door without being checked, photographed and logged, with a dem and rep witnessing the package, cargo, etc. Add to that, no flash drives/USB’s are to be brought into the vote counting room without being logged in and none can be inserted in any computer/machine without witnesses as stated above, (place a locked, sealed door on all USB ports with recorded and witnessed seal/locks).
