Border wall in Laredo (Texas) nearing construction phase (Jan)

The federal government has been granted the right of entry for more than 90% of the riverfront property they have sought access to for determining where the border wall will go in Webb County, and they are approaching 90% completion in the design of the project, according to Laredo Sector Border Patrol Chief Matthew M. Hudak.

They remain on track to begin construction in January 2021. Hudak could not say exactly where this will begin but noted that they will work in segments, beginning within the City of Laredo.

The contracts are already awarded, and the funding is from direct Congressional appropriations - not diverted from the Military budget.

This project includes a Downtown revitalization development they are calling the “Bulkhead”, which the local Dem politicians are salivating over - but they need to pretend that DC is forcing it on them, as political cover from their Left-Wing base.

Most of the 69 miles from the Laredo Colombia Port of Entry (like 20 miles North of town), to San Ygnacio far South of town (basically all the way to the large water obstacle of Falcon Lake), will be the full Trump style Super Border Wall System, that we know and love - 30 foot bollards, excellent roads, 150 foot clearance, lights, cameras, alarms and sensors. Continuous barrier and road, where none now exist.

About one mile of riverfront in the heart of downtown (situated between two bridges to Mexico), will be the new “Bulkhead”. Essentially, they will build a massive retaining wall, to create a huge raised riverfront plaza, overlooking the river from some height (safe from flooding, as well as scenic). At the base of the bulkhead, out of sight, the Border Patrol can have Patrol road, enforcement zone and technology. It will likely be a huge benefit to the City- totally funded by the Feds.

If Biden is inaugurated on Jan. 20, will he immediately order a halt to further construction? Would he be able to demolish any of the wall that has already been built?

Halting will require payments of the contract cancel payments, but yes, he can stop all of it. He can't tear it down without funding.

He could simply terminate the contracts for the convenience of the Government, and pay the termination costs (I’d guess about 10% of the unfinished work).

When Obama/Biden took office in 2009 however, they allowed contracts that were already awarded to finish work, but immediately halted new contract awards.

These contracts in Laredo Sector are already awarded. The funding for these contracts (unlike most of the rest) came directly from the Democrat controlled Congress - specifically appropriated for these miles.

Laredo is a Democrat controlled city, that will benefit economically from the security of this new barrier. They are strongly incentivized to allow this work to complete (but need some political cover, to still blame Trump for it).

There is another real risk, in that the land has not yet been acquired, to complete all of this work.

One likely outcome, could be that land acquisition halts immediately if Biden takes office, but the contracts are allowed to run. The result of that would be that a patchwork of segments and gaps gets built around Laredo, instead of 69 miles of continuous barrier.

I guess they could just add ladders every couple of miles along the wall for the immigrants to use.
