Correct. Must have been registered and eligible to vote during the general election to vote during the runoff as per Section 10) of the Georgia Code Title 21. Elections § 21-2-501: (10) The run-off primary, special primary runoff, run-off election, or special election runoff shall be a continuation of the primary, special primary, election, or special election for the particular office concerned.  Only the electors who were duly registered to vote and not subsequently deemed disqualified to vote in the primary, special primary, election, or special election for candidates for that particular office shall be entitled to vote therein, and only those votes cast for the persons designated as candidates in such run-off primary, special primary runoff, run-off election, or special election runoff shall be counted in the tabulation and canvass of the votes cast.  No elector shall vote in a run-off primary or special primary runoff in violation of Code Section 21-2-224 .

I was told that only those that participated in the first election could vote in the runoff...

Nope, apparently "The deadline to register to vote for the runoff is December 7."

I wouldn’t have said this about many of them, but I thought Yang was a better person than that. That was his projection during the primary season, anyway.

Andrew Yang is a genius. He can join the throngs of people moving to Georgia from New York, keeping both his job and more of his money. He finally gets to move about without being surveiled or harrassed. Dinner out at a restaurant!? You betcha. New gym membership!? Why not?

New York is a failed state and shockingly close to flipping red all of a sudden, so best as a blue state operative to migrate to what he thinks is a purple state. From there he can more easily charm Stacy Abrams, who seems to him a good VP running mate in 2028, if not 2024.

Brilliant, Andy!

Apparently, the Georgia Code Title 21 cited above relates specifically to state and local offices, and not federal offices. Information from the GA Secretary of State says the following:

Runoff elections are held when no candidate wins the required majority of votes.

Anyone who is registered to vote in Georgia can vote in state, local, and federal runoff elections. Check your voter status.

Runoff dates for the 2020 general election are:

Dec. 1 - State and local races (voter registration deadline was Oct. 5)
Jan. 5 - Federal races (Voter registration deadline: Dec. 7)

For more information about runoff elections, contact your County Registrar’s Office.

What the hell does he think he’s going to do in Georgia? Does he have some experience in computerized voter fraud? He is a Dem.
