Takes time to certify ballots, ask for recounts, do recounts and then work cases from the lower courts to the higher courts. What seems like foot dragging is merely just going through the Constitutional process set up by our Forefathers. The system is working like it should in the post-election. Lower courts are usually invested more locally than higher courts. Which is why the lower courts usually side with the way the purported turnout went although not in all cases.
