I'm going to add a 4th.

How can the same person receive multiple ballots? And are there any safeguards to ensure they were not voted twice?

As precinct election judge, I personally had an honest voter turn in two duplicate mail-in ballots for an opportunity to vote on the machines. I placed them in an envelope for voided ballots to turn in to the courthouse that evening with the election results. While waiting in line with the other judges of election, I mentioned this and one reported FOUR such cases.

This is in an honestly run county (Westmoreland), but there must be a glitch (or possibly design) in the software that issues multiple ballots to certain voters.

I hope you have filed an affidavit to that effect...

You might have been honest and done the process correctly but how many double votes like that were cast as votes??
