My mother worked elections for years in central Ohio in the 1950’s and 1960’s. The ballots were counted at the precinct level by one Republican, one Democrat and the precinct Marshall. The ballots were sealed in a box after counting, and then all three people, in the same car, drove the ballots to the county election office. She worked for 12-16 hours on election day.
U.S electoral system is a laughing stock. Ballot harvesting, ‘curing’ etc etc

4. Thumb dipped in indelible purple ink to prevent double voting.
5. People with a bloody stump where the used to have a thumb may vote twice, no questions asked.
People know how to run honest elections. But there’s no money or power in that.

That’s a good list - but I would add a few things:
4. Mailed-in ballots or copies thereof, must remain attached to their original mailing envelopes.
5. All handling of ballots must be witnessed by representatives of the political parties.
Registration verification across states, against death and citizen files. Thumbprint. Ink dip.
