Hospitals and clinics, food distribution, power distribution allowed to operate.
Their cases and fatalities are quite low now, although @ present they are also going into their summer. France OTOH has been a mess -- they seem to be past their recent cases' peak, but, they just had another 500 fatality day. Italy is even worse (more fatalities per week, recently, and with a slightly lower population than France, too.)
The policies... How the bleep this does not trigger a severe and continuing global recession I do not know, and now it's looking increasingly likely we'll end up with people in charge here who are expert politicians, but could not IMO run a lemonade stand.
