Once upon a time when party representatives known as precinct captains were elected. They would be given a list of all the registered voters in their precinct from their party elected committeeman, They would contact every voter on that list. After speaking with them they would mark democrats in red and republicans in blue colored pencil marks beside the name. If a voter needed a ballot to submit because they might not be home for the election they would get that from their party precinct captain after filling out an application which the precinct captain would turn in.
If any ballot in question does not has that voter’s name listed on that precinct list of registered voters. It’s not just the signature. What’s also required is the verification of name, address (location must be in that precinct), and citizenship and that’s done by canvassing.

Would a runaway plague created by a nation which could threaten populations of an enemy cause them to react by demanding extreme restriction of movement by its population to prevent its spread ? Thus wind up fragmenting its economy and create defeat for that leader’s upcoming election.
